I HAVE pleasure in acknowledging your letter of the 24th ultimo, transmitting memorial from the Anglican Bishops in China with regard to the policy of His Majesty's Government on the opium question.

That His Majesty's Government are prepared to give careful and sympathetic consideration to any proposals of the Chinese Government brought forward in good faith, restricting the consumption of opium, your Grace is no doubt aware, as a declaration to that effect was made by the Secretary of State for India in the House of Commons on the 30th May last.

So far, however, no communication has been received officially from the Chinese Government regarding the proposal referred to in the Memorial for the conversion into Government monopoly of the opium trade in China, nor have the Chinese Government yet addressed them respecting the Imperial Edict recently published which ordered the complete suppression of opium smoking within ten years.
